The passengers sliding side door will not unlock with the power button or manually. Any suggestions?

Most likely a bad door lock actuator in that door but you need to access it and confirm power and ground arriving at it when the button is activated.

I can hear the actuator responding when the unlock button is pushed from the overhead console or on the door. The lock button that comes out of the top of the door panel seems to be frozen it does not budge even when grabbed with pliers and pulled up.

That usually means the actuator is not strong enough, although the latch could be jammed. It would require an inspection to be sure.
