windscreen washers don't work

are the front and rear windscreen washers automatically disabled during freezing temperatures?
following a dealer's service plan service on 29 Dec, both these washers have ceased to work. I thought at first the wash liquid had frozen, and then it occurred to me this could be a design feature.
It seems the fluid is still liquid, but I don't hear any running sound of washer motor when switched on.

there is no safety feature .. check the fuse ..check there is power going to the motor ... try to power up the motor direct from battery to check it works
