2002 Skoda Fabia doesn't start

it doesn't start unless i hook up to another car, and even then the electricals go crazy, the rpms remains stocked on 2.3 or something like that, the steering remains blocked and the light from steering remains on... could someone help me pls?

have the vehicle plugged into a diagnostic computer to locate the fault .. replace the battery and have the alternator checked !
