Since winter started engine will not come up to operating temperature on gauges

The car use to run at nearly the half way point on the gauges instrument panel. Now since the cold weather is here it barely gets over a quarter of the way. If you don't have to press on the gas for speed or climbing a hill or something the car will actually go down in temperature below the quarter mark. Seems like a thermostat issue, but it appears to be a known problem Chevrolet is not fixing. Does that sound right?

I was doing research on this for you and got tired of looking through the 18 and a half pages of Technical Service Bulletins and recall campaigns on this vehicle so in the diagrams down below I have included the list of Technical Service Bulletins [TSB][s] and recall notices in the diagrams down below.
