Short coming through gem speedometer

Have a short pull 25 fuse speedometer gem, but it also turns wipers, interior lights, and door warning alarms off.

Good evening.

The way to find the component that is causing the short is to disconnect one at a time until the fuse stops blowing. Start with the Gem module, wiper motor and then the cluster.

The question is why does fuse 25 have gem and speedometer and wiper,washer have separate fuses.

The GEM modules control all those functions. Engineers are the ones who design them and assign fuses to each system.
