shock absorber torque settings

Hi, i have a 1984 to 1990 genuine Toyota workshop manual and on page 188 FA 31 front suspension breakdown it gives upper retaining nut as 19 foot pounds lower bolt 47 foot pounds and the same on page 689 A13 torque specification. (but) on page 191 FA 34 showing installation process it states upper 19 that is fine but lower bolt at 70 foot pounds is this a misprint?

Sorry, have no information a truck that old. if it is a larger bolt like 10 mm which would have a 15-17 mm head then go with 70 if a smaller bolt like 13 mm head and 8 mm size then go with smaller number. or it may be two different types of shock absorbers.
