Shakes when braking

I replaced front lower ball joints, control arm bushings, front and rear brake rotors and pads, front brake calipers, all four tires, inner and outer tie rods and it still has a violent shake when applying the brakes. You can feel it a little bit in the brake pedal but most of it is from the steering wheel. I am starting to lean towards that maybe the ABS activating when applying the brakes.

Does it shake if you apply the brakes coasting in neutral? How about in reverse?
Is it worse if you are turning or going straight? Is either direction worse?
Any noise that times with the shaking?
Are the tires balanced okay?
