For new belts I always put the old and new belts on my foot and measure up the belts together by pulling them up with my hand (ignore this if you've already done it), second, I make sure that the last pulley that I slide the belt on is a smooth pulley. Third, I spray the smooth pulley with a spray lubricant to make it slide on easier. For extra difficult belts, you can put the belt on a pulley most of the way to where it is cocked to one side and bump the engine to help rotate it on. Here is a guide that can help also:
