Security lock out. No crank no start?

This sounds much more like an immobilizer/security authorization problem than a starter problem, especially since bypassing the starter relay makes the engine crank but it still will not run. We need to run the codes first, here is a video to help us get started.

In live data, check whether the PCM shows something similar to “Start Allowed,” “Valid Key,” or “SKIM/SKREEM Fuel Enabled.” If we don't start this way we will be guessing. Let me know.

Swapping the PCM, steering column, and key from a junkyard won't bypass the anti-theft system. It can often create a deeper security lockout. I am curious as to why you condemned the PCM?

On this vehicle, the security is not isolated to just the key and PCM. It relies on a VIN and secret-key handshake across multiple modules: the PCM, the WIN/SKREEM module, the TIPM, and the Instrument Cluster.

If the VIN coded in your swapped PCM and key reader doesn't match the VIN stored in the TIPM and Cluster, the immobilizer triggers a security shutdown. When you manually jump the starter relay, you force the engine to mechanically crank, but the PCM refuses to pulse the fuel injectors or fire the ignition coils.

I would put your original equipment back in and then let us know the following:

Is the red security dot or key icon on the dash flashing or staying solid red after a few seconds?

If YES: The immobilizer is active and blocking fuel/spark.
If NO: The immobilizer is satisfied, and you are dealing with a standard crank/no-start issue (fuel pressure, crank sensor, or power distribution).
