Security indicator flashing, I want to program my new key fob

I checked the procedure before I bought the new key fob and had no problem getting into program mode. However, now I try to program and cannot get the lights to flash and the Security Indicator light flashes. What do I need to do? Thanks in advance for your help. Aloha,

To program a key fob to start your vehicle up you will need to either take it to the dealership or call an authorized locksmith for this procedure. The key codes are kept secret to avoid theft of your vehicle.

I could enter into program mode before I got the new key. The procedure is pretty straight forward. insert and remove the key 6 - 10 times then the hazard lights flash then press any button on the remote.
