when driving my car today I noticed a scrapping noise coming from the rear passenger side whenever I went over a medium or large bump. When I got home I looked but nothing was hanging down. What can the problem be?

Is the noise constant with suspension movement up and down or movement forward of the car.

Check rear suspension for any loose or worn components, check that the exhaust is not touching the suspension start here.
