Scanner will not communicate with my car

My car has several issues. I might have an idea of what to replace, but I don't want to buy parts without knowing exactly what the issues are. The device won't read the car.

Welcome to 2CarPros.

On the data link connector, check to see if there is power to pin 16. Check that and let me know what you find. It should have power at all times. Also, check pins 4 and 5 for continuity to ground. One last thing. With the key in the run position, check pin 8 for power. You could have a blown fuse or bad ground.

I attached a picture below showing the pins I'm referring to. Also, picture 2 indicates what to check.
