Which scanner tool that support active testing?

I want to buy a scanner tool for my highlander hybrid 2010 that supports active testing such as, run the 3 Hybrid battery cooling fans ، and also to get the hybrid battery temperature.

The above are the main reasons I want the tool. So, I do not want to buy a tool that does not support that. Do you know any tool that satisfies my needs at an affordable cost?
