scan tool connector?

no 12 volt t0 pin 16 will not communicate with emc.

The first items to check would be the fuses. Those are fuses 12 and 19 in the fuse panel under the left side of the dash. 12 sends power to other items and to pin 6 while fuse 19 powers only pin 16.
