2003 Saturn Vue IDLE

I am having trouble with the engine idling high. When I first start the car it revs pretty high and takes a bit of driving before it calms down. When I am slowing down to stop it is like the engine is fighting me and trying to give gas still. It is not until I am below 10 mph before this stops. What am I looking at here?
