1993 Saturn SW2 Headlights flash randomly

Headlights will flash brighter randomly. When this happens the battery light on the console flashes also. While driving the headlights will flash for an instant when I press on the brake. Interior overhead lights will dim randomly and will dim when car is stopped and I press on the brakes. Recently had a friend replace serpentine belt and (1) low beam head light. Do I need a fuse or a new car? Thanks for the assist.

First thing you need to do is go have your battery and alternator tested at the auto parts store.Let me know what they find and we will go from there.
