1993 Saturn SW2 FAN NOT KICKING IN WHEN HOT

Engine Cooling problem
1993 Saturn SW2 4 cyl Front Wheel Drive Automatic 100K miles

I HAVE REPLACED THE THERMOSTAT AND COOLANT SENSOR, FLUSHED THE SYSTEM, BUT THE FAN WILL NOT COME ON. IF YOU TURN ON THE AC AND TURN IT BACK OFF, THE FAN STAYS ON TILL THE TEMPRATURE IS BACK TO NORMAL. BUT FAN WILL NOT COME ON AGAIN TILL THE AC IS TURNED ON. WHAT ELSE NEEDS TO BE REPLACED?

if ECT sensor was replaced and the fan motor is good but not coming on properly then the PCM is most likely at fault.
