1993 Saturn Station Wagon shifting & check engine light

car downshifts and wont shift into next gear unless I put it in nuetral and shut off the key and turn it back on real fast. The check engine light comes on also. After I reset it it will shift but then after I come to a stop or slow down the light will come back on and it will not shift again.
