How do i remove the harmonic balancer bolt from a 1.9L 1999 Saturn SL2? Does it require a special tool?

yes, it is best to use a air impact gun, because it may be really hard to "crack" the bolt and at the same time the shaft will want to turn. once you take the bolt off , you will most likely need a puller, pretty inexpensive, you can get one from your local parts place.
