1998 Saturn SL2 Wont go!

1998 Saturn SL2 176000 miles

I have a Satrurn and it wont pick up any type of speed. It shifts fine but revs the engine really hard and still doesnt pick up speed. I cant even turn a corner without people honking. Do i need a tune up? My funds are beyond low so Is that something i can do on my own?
