1995 Saturn SL2 transmission shifting problems

When i'm driving at low rpm's it seems like the car has a hard time deciding when to shift into the next gear. This mostly happens in 2nd and 3rd gear, with the car hanging a little between gears. (If it were a manual, it feels exactly like letting the pedal off too slow)

is it possible to repair this myself? What's wrong?

Start with a service with the correct fluid to see if it will help. Otherwise have the ECM (computer) scanned fo rcodes to see if it has recorded a problem. Some of those Saturn transmissions had issues with the valve body needing to be replaced, but see what the ECM has to say first

There's really nothing in your transmission, other than fuid and filter, that's owner servicable. You need to take it in and have the computer scanned and maybe pressure tested to find the problem. Other than that, I'm only guessing and guessing on my part can get expensive on yours. BUT, it sounds like the regulator pressure is low.
