the cooling fan will only come on if the air conditioner is on. If the air isn't on the fan wont come on until the car is overheating

Hello,
You could have a faulty fan relay or defective wiring.
First you want to check the relay. The relay is located under the hood in the battery junction box (see diagram below).

Then you want to check to see if you are getting power to the fan.
