1994 Saturn SL2 The Seatbelts stuck

1994 Saturn SL2 6 cyl Front Wheel Drive Automatic

I have automatic seatbelts and the drivers side is stuck in open and the passenger side is stuck in close. How do I fix?

The first thing i would check is the fuse in the inside fuse box i think the fuse is labeled prest it's a 25 amp start there.
