1992 Saturn SL2 don't start

1992 Saturn SL2 260000 miles

using adigital multimeter, meter set at 20 ohms poles touching it starts at 14.4 and goes down to 9.46.
Clutch in reading is 9.41.
Clutch out it goes to 19+
I don't remember how to work this meter. I went to Radio Shack and got a manule printed.
I donated two day ago, $20. Thanks for the help.
