1991 Saturn SL2 Speedometer does not work

Hello. On my 1991 Saturn SL2 I am havng problems with the speedometer. It does not work at all when I am driving it, when I hit a decent size bump it will work for a minute then stop working again. Would this be the speed sensor that needs replaced? Please help me out.
