What postion are they stuck in?U could check ur fuse in the inside fuse box behind the passenger foward kick panel I belive the fuse is labeled prest something that its a 25 amp. From what u describe with both inop would usually be a blown fuse or a bad prcm which controls the seat bealts thats under ur center console sometimes they crack and get liquids or moisture in them. Under ur ebrake theres a little panel u can carefully pull that up they get brittle and see if ur prcm is spilt or cracked. To answer ur other question yes there is a way to use the belt like a normal seat belt but u wont be able to bring the seat belts back in rear postion with out fixing them there motor and cable driven. Ok heres what u can do look in ur glove box theres a good chance u dont have this but u might it will ethier be in a little hole off to the side or just laying in there its silver and looks like what u hook the seat belt on that locks in place of ur seat belt when ur seat belt is inop if u wanted to find one or an extra one for the other side u would have to try pick apart I doubt the dealer can get them any more u can try but I doubt it. Another thing to remember if u have state inspections where ur at u probably wont pass with the seat belt not moving atleast when I worked in upstate ny they wouldnt pass. Let me know what u find.
