2002 Saturn SL1 Brake lights

How do you replace the brake light switch, assuming that's the problem. Both brake lights are out and I've changed bulbs and fuses, so I'm left with the switch.

Is your high-mount (third) brake lamp working good?

The high mount lamp is working, but I understand that is on a different mechanism than the rear lamps. Is that incorrect?

No, that is correct. It is ran by a separate relay. The brake switch is located under driver dash, mounted on the brake pedal bracket. To replace, disconnect battery. Then disconnect electrical connector from switch. Unbolt switch from mounting location and replace with new. Reconnect electrical connector and battery. Test brake lamp operation.
