2001 Saturn SL1 engine revving

My saturn has been revving quite high for awhile now, my mechanic has tried everything he can think of to do, it may only last for a short while but then starts revving high again. Revving reduces sometimes when the clutch is out a bit and then when pushed in again it revs high again. Revs high at times and the car picks up speed. The EGR valve (I think that is the name) has been replaced more than once, thought that fixed it but after awhile it started acting up again. Can you help me?

Is there any codes also its real common for the intake manifold gasket to leak around the number one or two cyclinder where the intake gasket meets the head u can actually see the gasket wrinkled. Have ur mechainic check around there and maybe spray some carb spray around that area and see if the car dies or runs rough also the iac valve could be sticking when its running high rpm have him tap on it gently with a mini hammer see if the rpms come down to normal if so bad iac motor. Let me know what u find.
