1996 Saturn SL1 head gasket repair

1996 Saturn SL1 4 cyl Front Wheel Drive Manual

I tore the engine down, replaced the head gasket and put the head back on. After replacing the timing chain the crankshaft and camshft pulleys would not turn. I removed the head again, both the crankshaft and camshaft turned freely. Replaced the head and neither would turn. Any ideas?

Did you have all the timing marks lined up when you put the chain on?
