1995 Saturn SL1 wont idle

I have replaced the EGR, had the TPS and have tried a different throtle body, car does smoke and burn oil? Drives down the freeway at high speeds but wants to die at stops and lights, any help? Also there is no cat converter.

Clean out the idle air control valve-don't work unplug the TCC solenoid and see what happens
