1994 Saturn SL1 engine surges

i hv a 94 saturn 1.9 has been fine started to surge at idle and when i put on brake replaced plugs wires filters still surges also when 2 plugs were removed they were wet with oil

Check your engine compression-that oil don't belong there-could be valves/rings problems
