1991 Saturn SL1 Can't get drum off

Brakes problem
1991 Saturn SL1 4 cyl Front Wheel Drive Manual

My son's drivers rear tire won't turn. I have tried to remove the drum to see if its the brakes. I have also tried beating the drum and a penetrant. No success, do you have any ideas on what to do next?

cant get drum off? well if you pry on it enough itll come off or you can cut off the drum. either way you need new brakes?
