can brakes get wet, there has been alot of rain in vermont and I have noticed the last few days the brakes grin a little, I had the pads done last yr so they should be ok

yes when rain (or any liquid) gets on the brake rotors it eventually builds up some slight surface rust. this is normal and wears off quickly after braking a few times during a drive.
