1996 Saturn Sedan speedometer malfunctioning

1996 Saturn Sedan 4 cyl Front Wheel Drive

What is causing my speedometer to malfunction? I was driving by a digital radar and it said that i was doing 36 mph and when i looked at the dash it said i was doing a little over 25mph.

Probably faulty Vehicle Speed Sensor located on trans axle.
