1998 Saturn SC2 cylinder 1-2 not firing/no spark to one sid

give throttle,4 rpm,and engine surges,won't go pass 4 rpm, pulled spark plug wiries 1-2,not firing/checked, only one side of coil firing,replaced one side of coil pack/still no fire.why is there no fire to on side of coil pack fire to one side of coil pack only.replaced,plug wires,plugs,throttle body pestion senor/fuel filter, new fuel ingecters. please help,

Which coil doesn't spark ur left one or ur right one?Also ur rpm not going past four is normal that's ur rev limter thy all do that.
