1996 Saturn SC2 overheating

I have replaced the engine temp sensor and the thermostat. The temp gauge goes up to halfway or a little above when idleing and the cooling fan does not come on. The fan works if I turn on the AC. What kind of problem do I have and do you think it could be a water pump and if so ho do you test it on a sys tem like the saturn without a radiator cap. thanks

If its the water pump it will overheat within 5 minutes and damage something such as headgasket/head/block-

Could be the cooling fan fuse 30amp, cooling fan relay and the computer controlled of the relay circuit
