2002 Saturn SC1 ignition switch

My ignition switch got stuck and would no longer start so I replaced the ignition switch with another and I wont start. The security feature has activated the passive lock feature and it wont go off what do I need to do? Help

Need scan tool to do the Passlock relearn procedure, best just to have local dealer do it.
