2002 Saturn SC1 fan motor not turning

my fan motors not turning, while driving temp does not rise, while idle temp gets hoter and will over heat unless I start moving again, ac blows cool until temp rises, then blows warm, i replaced cooling system sensor, not the problem and the fuse is good. please help

do fans come on when A/C is switched on? if no, fan motor is bad. if yes, check cooling fan relay(s)
