2002 Saturn SC1 Charging problem

If my voltage regulator on my alternator was bad and was allowing my car to overcharge up to 18v. Would this turn off certain fuctions controlled by the ecm such as the dash lights and gauges?

Have the computer field generation driver circuit checked out-18volts will cause the battery to explode
