2001 Saturn SC1 car not starting

when i turn key on,without turnung to start position,,all instrument panel lights come on for a couple seconds then go out,i can hear a click jsut before everything goes out that seems to be a relay under the dash on passenger side,,then about 4 seconds later the water and battery light comes back on,,the radio lights up and rhe odometer lights up,, then if you try to start the car the click under dash is heard and and the lights that are lit including radio goes outfor a second and nothing happens ,,just the slight sound of the click under dash
