2000 Saturn SC1 the discs behind the tire

2000 Saturn SC1 Front Wheel Drive Automatic

i was wondering if the disc part is suppost to be real loose and how can i tighten it? it was making grinding and scraping noises.... right front tire....

The rotors are held tight by the wheel sitting tight againist once u take the wheel off there suppose to be loose.what's making the grinding noise ur pads worn out?let me know.
