1999 Saturn SC1 windshield wiper's

The passanger side winshield wiper arm is not working. It would previously get stuck in cold weather but begin working once the car warmed up. It now does not respond at all. Is this something that I could fix on my own?

With the other arm in the stop postion see if the other moves freely up and down the whindshield with ur hand the one that does move.if it does then put that one in the rest postion pop the cap up at the pivot point and see if the nut back off and is loose.let me know what u find.
