1997 Saturn SC1 Wipers

My wipers work on low speed, intermittent, and washer. The only thing that does not work is high speed, which is needed to pass inspection. Tried replacing the switch (advise of the inspection station) but it still does not work. Now we're into more money than the car is worth but committed to finishing. Could this be a bad motor? I have been assured it is not. What else could it be? I have searched the internet and all problems seem to be "high speed only" working and my problem is the opposite.

Look's like it's the wiring from the switch to the motor or the motor itself.I posted the wire diagram and the wire's to check.Let me know what you find.
