Saturn scraping from right front wheel well

I have a 2004 ION 3 Quad coupe that started making a horrible scraping noise from the front right wheel area. It's only noticible at a very low speed, maybe 5-10 MPH. I took it to the dealer and they told me that they found nothing wrong and didn't hear any scraping. I moved shortly thereafter and took the car to a different Saturn dealer who told me that the rotors needed to be replaced. So, I had them replace the rotors and by the time I got home from the dealership, it was scraping as I pulled into my driveway. Any ideas?
