Saturn brakes

I have 100k on a 2001 L100. Brake pads do not wear on the front (disc) Are the calipers frozen or is the problem likely to be the master cylinder?

Does the car stop normally? How is the brake pedal? Is it hard when pressed down? Jack the front tire up and check to see if the wheel can be turned when the brakes are applied. Check both sides one at a time. If they do not start with the callipers to make sure they are working all right. Check the brake fluid in the resevoir.
