91 saturn 1.9 dohc sl2 ran thruogh flooded street stalled out and cleared water from spark plugsd crank turns all pulleys but only for few seconds does not fully start

To clear it remove all the sparkplugs and attempt to crank it over-won't crank its hydrolocked

cleared from plug crank turn over but will not fully start

Now you start looking for spark-disconnect a few plug wires, ground it to the engine and while engine is being crank over-Do you have spark? No spark continue to troubleshoot the ignition system till you get it-then will move to fuel.
