2001 Other Saturn Models increased RPM's

My vehicle is a Saturn SL1.When braking the RPM's tend to go up then back down. I've tried to repeat the problem by coasting to a lower speed and it doesn't seem to do it. Any ideas?

how much does it go up? and when it comes down does it drop enough to stall or significantly lower then when at a complete stop idling?

The RPM's increase 400 to 500 RPM's. When it drops back down it drops to a normal range of about 1200. it seems to idle fine when it drops back down.
