2000 Other Saturn Models Windshield Wiper Motor

I have a 2000 Saturn LS1. My windshield wipers work when on, but when turned off, stop in the middle of the windshield. I had someone look at it and they told me the windshield motor needed to be replaced along with the arms. Why would the arms need to be replaced?

The wiper motor is doing its job except the proper parking of the arm-who knows all it needs is just repositioning the pivot arm. The arm could be crossed threaded.
