This is a 2000 Saturn LS with 2.2 Liter 4cyl. When the timing belt brakes, is this a 0 tolerance engine? Did the valves hit the pistons and trashed the engine?

Are you sure this vehicle has a timing belt. I have not seen a saturn with a timing belt. It may be a timing chain. If the chain breaks this is an interferance motor and may damage valve when it breaks. You would need to do a cylinder leak down test to see if valves are bent, or remove the cylinder head.
