1999 Other Saturn Models EGR Valve Error Code

I got this error code when I did a card reader test on the engine..

P0404 Exhaust Gas Recirculation Circuit Range/Performance

I was told by a body shop it was the EGR Valve..
I wanted to ask if this is FOR SURE?
Also I want to point out about 5 months ago (maybe more) it was already replaced, and did a full fuel system clean.

Is it normal for it to act up again so soon?

Yes, 5 months can be plenty of time especially if it was a bad part or if the ports were no cleaned, it may have to relearn its closed/open position, take it in.
